My 89 GTI makes a ticking noise while it's running! Do I need a valve adjustment?

Your engine has hydraulic lifters. It is common for them to become dirty and the check valve gets stuck. You can take them apart and clean them, or replace them. There are guides taking them apart on the forums.

I have had success cleaning them with ATF. Drain your engine oil and fill the crankcase with ATF. Let the engine idle for 2-3 hours. Drain the ATF and refill with regular oil. Let it run for a few minutes then drain again to remove any remaining ATF. It does not work all the time, but I have had success cleaning my 3 cylinder lifters this way.

Fresh oil and filter would probably fix that
